The role of collective action in enhancing social protection systems in rural areas

This publication was prepared by FAO as an in-kind contribution to the Committee for the Promotion and Advancement of Cooperatives (COPAC).

This study explores the role of collective action in improving the coverage and effectiveness of formal social protection systems in rural areas.Drawing on evidence from policy, programme design and delivery, the study identifies the key challenges facing collective action actors, including cooperatives, producer organizations and civil society organizations. It also outlines four strategic opportunities to strengthen their contribution: reinforcing their institutional role in policy formulation, enhancing their involvement in programme design, improving implementation and delivery mechanisms and fostering the overall enabling environment.
